(Regarding the cessation of prisoner exchanges)
"The
exchange of prisoners would mean a reinforcement of the rebel army. An
exchanged rebel soldier behind barricades and fortifications fighting on
the defensive was equivalent to three Union soldiers attacking him."
"If we hold these men caught, they are no more than dead men, as the
time of enlistment is over. If we liberate them we will have to fight on
until the whole South is exterminated."
