The Senate considers Madison's proposal to extend protection in the Bill of Rights so as to prevent STATE infringement on the "equal rights of conscience."
Although this became part of the Bill of Rights as sent to the states for ratification, this protection was not ratified by a sufficient number of state legislatures to become part of the Consitution.
